Environmental protection and environmental security are an important and integral function of modern developed nations. The need for environmental security is dictated by global climate change, threats to security posed by anthropogenic factors, and inordinate use of environmental resources. This is why the problem of environmental protection and ecological security is of national importance. The historical experience of forest management in Russia has shown that the distribution of the country's forest management among different departments, i.e. parallelism or bifurcation of forest management, has had a negative effect on the conservation of forests and even more so on their reproduction.
